Turning national data into national intelligence: shared platforms every sector builds on.

The Opportunity
Between data and AI applications sits the layer that makes both valuable: intelligence platforms, the shared analytical infrastructure that turns consolidated data into real-time situational awareness, predictive insight and decision support.
Rwanda’s model is deliberate: rather than every ministry and sector building its own analytics stack, shared platforms provide intelligence capabilities once, and every sector journey reuses them. This is Level 3 of the Rwanda AI Stack, and the layer where the health sector’s transformation became visible.
Rwanda’s Ambition
- Sector intelligence: a live intelligence layer for each priority sector, following the health model
- National intelligence, cross-sector situational awareness for national decision-making
- Real-time situational awareness, replacing retrospective reporting across government
- Predictive analytics: from what happened to what is likely to happen next
- Decision support, intelligence delivered into the workflows of the officials who act on it
- Shared platform services: common analytics, model-hosting and deployment infrastructure

- Replication of the health intelligence model in agriculture, education and energy & climate
