The Opportunity

Compute is a foundational requirement for Rwanda’s AI ambitions. Every layer above it (data platforms, intelligence, applications) depends on affordable, available processing capacity. Rwanda’s compute agenda combines sovereign capacity for government workloads with commercial infrastructure that creates opportunities for cloud and infrastructure providers.

Framing. Sovereign capacity is dedicated to government and research inference workloads, complemented by commercial cloud partnerships for training-scale demand.
