PRIORITY SECTOR 02 / 04

Agriculture

Invest in the AI-readiness journey itself, from data foundations to AI in farmers’ hands.

  • Full-journey opportunity
  • Data → AI
  • Tunga 2.0 in development

The Opportunity

Agriculture presents the opportunity to build an AI-enabled sector that improves productivity, climate resilience, market access and decision-making for farmers and government alike.

Unlike health, where Rwanda can demonstrate a relatively mature AI-readiness journey, agriculture invites investors to participate across the readiness journey itself. The opportunity runs from foundational data infrastructure all the way to AI applications.

02

Rwanda’s Ambition

To take agriculture through the proven four-stage journey (Data → Consolidation → Intelligence → AI), creating an integrated agricultural data environment, a real-time and predictive intelligence layer, and a portfolio of AI applications that reach farmers, agribusinesses and policymakers nationally.

03

What Exists Today

  • Farmer and extension networks generating field-level information
  • Agricultural information systems in active use
  • Established national digital rails (connectivity, digital ID) that agricultural services build on
  • Early AI applications in development, including Tunga 2.0, an AI agricultural advisor providing guidance on crops, pests, weather, inputs, prices and insurance
Programme note. Tunga programme status and ownership to be confirmed by the programme owner before publication.
04

What Needs To Be Built

The agricultural data foundation

  • Farmer and extension networks
  • Agricultural information systems
  • Satellite imagery and remote sensing
  • Weather and soil data
  • Crop and livestock data
  • Market and price information
  • Agricultural insurance data

A consolidated agricultural data environment

Where information is cleaned, standardised, linked, interoperable and AI-ready.

An agricultural intelligence layer

Real-time and predictive insight into crop performance, weather, pests and disease, yields, markets, farmer needs and agricultural risks.

05

Investment Opportunity

Build agricultural AI readiness

  • Digitisation of workflows & data collection
  • Geospatial & remote-sensing infrastructure
  • Sensors and field data
  • Data platforms & interoperability
  • Data governance & secure infrastructure

Build agricultural intelligence

  • Intelligence platforms & predictive analytics
  • Geospatial AI & climate intelligence
  • Decision-support tools

Build and scale agricultural AI

  • Tunga 2.0 & AI advisory services
  • Precision agriculture
  • Crop insurance forecasting
  • Price analytics
  • Yield forecasting
  • Mapping & monitoring
06

What This Enables

  • Farmers receiving timely, localised guidance on crops, pests, weather, inputs, prices and insurance
  • Government seeing agricultural conditions and risks in real time rather than season-end
  • Insurers and lenders pricing agricultural risk on data, expanding rural financial inclusion
  • Climate-resilient production decisions informed by predictive intelligence
